What Is COPE?

COPE stands for Contracted Out Pension Equivalent. It appears on many people's UK state pension forecast as a deduction applied when working out their "starting amount" under the old pre-2016 pension rules. It represents the additional State Pension (State Second Pension / SERPS) you would have built up for years you were contracted out — years when you and your employer paid a lower rate of National Insurance because you were instead paying into a workplace, personal, or stakeholder pension.

Your Money Isn't Lost

COPE is shown for information, not as a penalty. The money that would otherwise have gone into the additional State Pension went into your other pension scheme instead — so in principle it should already be reflected in that scheme's value. This is why your state pension "starting amount" can be lower than the maximum even with 35+ qualifying years — the shortfall corresponds to a benefit you're expected to receive elsewhere.

Some sites present a "COPE calculator" that outputs a specific weekly figure from just your birth year and salary. That figure cannot be accurate — COPE depends on exactly which years you were contracted out, which type of scheme, contracted-out contribution rates at the time (these changed repeatedly), and any subsequent scheme transfers. Presenting an invented precise number risks people making retirement decisions on a figure that has no real basis. Our approach: explain the mechanism clearly, give a wide indicative range for orientation only, and point directly to the one source with your real data.
